E.g. the NJRST is internally connected to an pullup when in standby.
When an LED is connected it can be seen.
If such an pin is e.g. connected to an wakup-button, it would also draw current in standby.
So in standby all voltages have to be measured to find pins that must not be used in wrong modes.
* Does it draw current when pushed high externaly? Resistance to GND.
* Does it draw current when pulled low externaly? Resistance to VDD.
Bootloader conditions are not that important. It will likely do something on the pins.
