According to Datasheet the INA228 supports 5,5V on I2C ( even VIN is 3V3? ).
But don't pullup I2C lines on driver board to 3V3 when controller board uses 5v5 or 3V!
Just remove pullups on driver board.
Connecting two different voltage regulators is a bad idea!
It won't will have good effects except eval board will work.
Or get rid of 3V3, shortcut LDO.
